A quick screencast is probably easiest way of explaining this - see attached - but you will see some objects which are impossible to zoom in on. They remain the same size on the screen regardless of the setting.
File was initially converted from 2018 to 2019. I then test in 2018 and got the same behaviour. Doesn't matter as the objects in question (which are a tonne of polys in one group) are not required.
Note that when a group is selected - the Layer plane is as "No active plane". Going into the group and changing the plane manually fixes it. Suspect they were imported from another package.
