Texture Fills (version 2017)

Question

I have had this problem a few times in the past.  Where is the best place to apply a RW texture? When in the obj Info pallet under the render tab, I have overall selected, yet it doest fill overall.  Ive tried making it a class assigned textured, that doesn't seem to work either.  Ive have this issue in numerous files but usually just work around it.  Any ideas? Maybe its just a bug? Or am I doing something incorrectly? 

 

I should add I dont always have this issue.  Seems inconsistent.
