3D Shape question

I am trying to create a drawing to replicate a scenic tile that my boss wants to use. Below is a picture of the tile. It is essentially a 3" raised curve on a 2' square. I have been trying to figure out how to draw this for the last hour and I decided to ask if anyone had any tips on here. I just wish that multiple extrude worked with arcs. If anyone knows how to draw this, any help would be useful.

First thing I would ask is do you really need to model them in 3d or can you cheat and just create a texture?

 

Otherwise yes, loft.  In two pieces and then stitch them together.  First piece would be two edges and the concave part of the curve. The second piece would be the other two edges and the convex part of the curve. So make sure you make a copy of the curve before you use it.

This is such a great challenge. Here is my approach., a combination of Nurbs > Create surface from curves >stitch and trim surfaces. then I wanted to test create a surface array and finally rendering the model including two colored spotlights.
