I would really love to see a Position, Scale, and Rotation lock for all objects in the OIP. Position should have the ability to lock movement in X,Y,Z directions. These should all be simple check boxes. Once locked, items should be excluded from selections, but not cause the selection to fail (current "lock" for items will cause the selection to fail and abort if it falls within the selection boundaries). An example of how this would be useful is when drawing over an imported image or pdf. Yes, you can drop the image down to a secondary layer but the end result is much more cumbersome than just working on the current layer.
