For anything time sensitive, make sure to get in touch with tech@vectorworks.net. I can answer inquiries here as a courtesy but that email is the main route for tech support in a timely manner. Doing both is also fine, it'll increase the chance of a faster answer.

Taking a look at the file, it's definitely the darker green polylines with multiple vertices on the outer edges causing the slowdown. Removing them resolved it. The polylines however I will submit as a bug. They're high vertex count but not THAT high. However, v2016 will not receive any more patches since it is no longer under support, so any fixes that come from this bugsubmit would only appear in the current versions or later.

I've sent the file where I removed them back via direct message.
