What resolution setting are you using for your rendering display? It seems it is set to low (VW) or 72dpi (for viewports). Increasing the rendering quality setting and/or resolution may solve your problem.

 

Is the dwg file referenced? (I get the impression it is, but not 100% sure) If yes, did you try fully importing the DWG into VW to see if that does solve the issue?

Overlapping geometry when two surfaces are in the exact same position generally cause a different random pattern where you see patches of one or the other. The example above is more typical for low resolution in either viewport settings or render settings. The grid lines in the background are also jagged, indicating that the resolution is not really high, and then hatches will look poor too.
