Why can the Polygon paint bucket often do what the Slab paint bucket can't?

Question

Why is that the Slab tool bucket mode (Inner Boundary Mode) will sometimes fail but the Polygon bucket mode will carry on without blinking an eye?

Is it because the Polygon tool bucket mode will tolerate small gaps but the Slab tool bucket mode won't?

 

@Matt Panzer do you know what's happening behind the scenes here?

I'd like to add also the space tool bucket. Three different buckets and three different behaviours.

Sorry.  I have no idea what's going on behind the scenes.  I can only guess they're using different tolerance settings at the tool level.  There may be more to it than that since the Slab and Space can associate to walls...
