I'm sure it's me and a preference setting that is or is not checked off. When I'm working in a drawing on Vectorworks 2017 I will move my page with the hand tool. Work in a particular layer and then when I change to a different layer the page snaps to a set location. It isn't 0', 0' of the page and all the layers are of the same scale.
It's rather annoying when you are working on a drawing that covers a large area to have your canvas move completely to a different section of the canvas when you change layers.
