I went through this yesterday.  The documentation is very very unclear.

Basically the title block manager replaces your symbol with its own called "****** TITLEBLOCK Style."  Use that from now on.

The key to getting it to actually work like a titleblock is to go through all of the settings in the titleblock manager and click on the little sliders next to the things that you want to NOT be custom to that sheet, the slider will change to an arrow.

Then if you go to the resource and edit the Titleblock Style, you can move around your text and link it to a record by selecting the text and scrolling through the record options to link it to in the OIP.  Some of it is sheet data, some of it is project data.

Your old record set will not work anymore, the title block is now tied to their internal one which is called "sheet data." (hidden, you will only see it when you run a command to create a report).

VW did a poor job migrating people to this new tool.  It essentially shut down my ability to output a set of drafting for a day while I sorted it out.  Should have made a step by step video showing what to do and the new thinking behind this tool.

I would agree. The forum is flooded with threads about this new tool. I think its resulted in a lot of wasted time. The unfortunate thing is there's no way to opt out of upgrading your title blocks if you want to use the file in VW2018 and be able to issue drawing sets.

My 2017 custom title blocks will not work in the Sheet border tool in 2018.  Anyone have a fix to get the Titleblocks to work.  We use to be able to copy the title block into the standard sheets Library and now this doesn't work anymore.

In my limited playing around, I am quite frustrated by the lack of support for the now legacy Sheet Border Tool. Since 2018 forces us to convert everything into Titleblock Styles, we now have to relearn and refocus all of our efforts on re-creating new custom Titleblocks.

I don't mind that they added a new tool, but am upset that they stopped supporting the old one...
