X/Y Axis 'Snap'

I would like to see an 'x/y' axis snap or toggle that would restrict drawing, moving, and object creation to the x/y axis.

I want to extend that wish to an option to lock any of the Axes, except one,

to restrict to only one Axis,

and

single Axis locks to allow any of the XY/XZ/YZ planes in 3D views.

 

With an option to always restrict Cursor/Snap movements in orthographic views.

To avoid unwanted jumps in the 3rd Axis you can't see or control.
