"Create Interior Elevation Viewport" Should be moved out of menu to tool pallet.

This command, and the create section viewport command should be notation tools rather than menu items.

Why would tools be preferable to menus? Shouldn't they behave similarly to the other Viewport-related commands since they create viewports? Or is there a reason Viewports too would benefit from being tools?

I just think of them as notations. You have a whole notation pallet, filled with similar notations, but then there are special notation elements are someplace else.  

Viewport would definitely benefit from being a tool.  I used a plugin for a long time that made viewport a tool - click on the tool - then you would draw a rectangle - and it would make the viewport with the crop.  I liked that way better than the menu.
