How to register a referenced layer into an exisitng Site Model?

I created my survey site model in one file and a building in a second file.  From the Survey file, I attached the building file as a reference file.

 

But Now , how do I translate and rotate  the imported layer so that  to register in the exact location over  the site model?  I see the reference layer , but it is placed way out of place.

Rather than referencing  Layers create a Design Layer Viewport that references your building File.

This you can move & rotate at will.

View>Create Viewport>Select Source>External Document

YEs but will rendering isometric views will work?

Yes. The Design Layer Viewports are 3D. The crop object is screen plane only (still) so if you don't need to crop the DLVP you will get the full 3D control & behavior you'd expect.
