Yes it could. It looks like nearly all public facing systems could be affected. Message from Amazon regarding it:

"Increased Error Rates

We're continuing to work to remediate the availability issues for Amazon S3 in US-EAST-1. AWS services and customer applications depending on S3 will continue to experience high error rates as we are actively working to remediate the errors in Amazon S3."

Nearly everyone is using Amazon Web Services.

They have to dimension their servers for their peaks so they have a lot of spare

computing power under normal load. Which you can rent.

To provide your users with software release updates or other data at high bandwith.

Which you normally couldn't afford.
