Layer Colors and annotations

I've set up a sheet layer with a few design layers utilizing the layer color option.  I'm trying to add annotations to the sheet layer, in particular a box with a fill, and I am getting the message 'Color change hidden by Layer Colors preference.'  I don't see anyway to set a layer color for a sheet layer, so I'm kinda confused why I am getting this message.  Any help?

Usually this refers to the File > Document Settings > Document Preferences > Display Use Layer Colors setting being enabled.

Thanks JimW.  Yes I am using that setting, but a rectangle annotation on the sheet layer is producing this message, which seems unexpected, and there is no way to set what fill color a rectangle will show up as.

The same happens after disabling that setting? The Document Preferences setting forces the entire document to use Layer Colors. If you just want it for one or two layers (or, not for annotations) disable Use Layer Colors in the document prefs and instead enable it under the Layers dialog for the viewports themselves, there is a checkbox column on the far right:
