Short answer is it does not export 2D objects, only 3D geometry, and their associated textures.
Pretty sure it has to do with the API they are using for the 3D Web App.

Correct, currently it exports 3D only, planar 2D geometry is stripped.

"currently" so...this can be done, but not at this time? or is this an impossible thing?

It may be possible in the future but for now 2D geometry is ignored.

That may be great.
(selective for 2D Elements, also in RW Rendering and C4D/FBX Exchange - phenomenal)

was kind of hoping that this "Export Web View" would allow me to break free of sheets.

at least in the design development stage by allowing me to provide key dimensions in the model along with descriptive  text.

i made the mistake of opening my mouth with great promises with the release of VW2017 for this feature.

apparently 3d polys do export.

also the file below is maxing out the system.  and its just a fragment.  so i do not see this as replacing the VW viewer approach.

ORNL-DWG 4528.url

i have a feeling its not really done.

(oops. i guess i cannot paste the web link.  what do i do?)

Most 3D Exports work 3D only in VW, skipping everything 2D.
Converting 2D Polygons into 2D 3D polygons - will make them appear in 3D Exports.

Also you can assign Renderworks Textures and render them in RW modes.
On the other hand they lose every comfort of the 2D edit ability.
