Is it possible to paste in place between annotations and the design layer?

Yes....sort of.  The location of annotations is not relative to the objects inside the viewport - but seems relative to the 0,0 of the sheet layer and the 0,0 of the design layer.  So if you create a viewport and then do not move it from its automatic positioning in the sheet layer - then the annotation will paste place correctly - since you have not changed the relative position, but if you move the viewport to the center of the sheet layer for example, then the annotation will not paste back correctly.
