Rotated Rectangle not working

Can anyone tell me why I can't draw a rotated rectangle when:

I'm in "Screen Plane" (by the way, I have to constantly re-select "Screen Plane Only" because it doesn't "stick." It keeps switching to one of the other two options. Has this bug been fixed in the latest update I'm being pestered with?)

I'm looking at a right side view.

I click on two points, but then all I get is this dotted red line streaking to the bottom of my window. This is not the behavior I'm used to. Can anyone shed some light on why this tool doesn't work in this situation?

Hi,

If you select Screen Plane Only from Document preferences it should not switch.

No matter what view you choose to draw on it still sits in 2d on the screen.

Not sure if this sheds any light on your problem.
