Not sure if everything I'm suggesting below is within Vectorworks' control.
1. It would be nice if existing layer states in a dwg file could be imported as saved views for classes/layers visibility (and it would be really nice if it could be exported to dwg again, i.e. roundtrip)
2. The option to save a (sheet layer) viewport's settings for classes/layers including overrides for visibility as a saved view for use on design layers.
3. As mentioned in other threads it would be nice if saved views could be copied or reapplied. E.g. some dwg based programs have the option to export layer states (aka saved views) to a .las (layer state) file. Within vectorworks it could perhaps be done by sharing through the resource browser via libraries.
This may may require that the saved view is solely based on actual class and layers names and not some internal ID so that it can be applied in multiple drawings.
