modeling approach

shell on right looks like part of a sphere. Draw a sphere (3d tool set>Sphere tool) then use the Split tool, line split mode (2d tool set) to divide it.

Base looks like a Sweep. Draw half the cross section, say a straight, horizontal line from center to end point of an arc or curved polyline representing the profile of the vertical part of the shape. Draw this with the Polyline tool and switch modes from corner point to arc point, or draw line with line tool then arc with arc tool, select them both, Modify menu>Compose. Then Model menu>Sweep>360° & 1° increments.

Cluster of rods on left side looks like several Extrude Along Path objects. An EAP consists of a path and a profile object. The path for one of these might be a 2d arc, a curved 2d polyline, or a NURBS curve (3d tool set). The profile is probably a 2d circle, but could also be a rectangle, triangle or other object. Switch to Front view and draw a path and a profile object, they don't have to touch. Then Model Menu>Extrude Along Path>press the Next button at top as needed until the arc is highlighted in red>Click OK or press Return. Switch to Top view and relocate/rotate the new EAP as needed.
