Clean Up Hidden Line and Dashed Hidden Line Rendering

I would like the hidden line and dashed hidden line rendering modes for sheet layer viewports to be cleaned up. Two specific issues -

- greyed, dashed lines on dashed hidden line renderings should be behind solid lines. Right now they are in front and obscure details they shouldn't.

- there is still a lot of extraneous random artifacting on hidden line renders, especially on curved features. Adjusting the smoothing angle doesn't fit them. These renderings should be clean.

Plus a mode where you can select specific lines in the annotation viewport and delete/hide them.

A lot of times there are lines that i dont need or want.
