This appears to be a long standing bug in Radial dimensioning.(v2020?) If you have the Mode Bar set to Diametrical, when Radial Dimensioning is selected, it might draw a Radial dimension instead. To correct for this, set the Mode Bar to Radial First (... or other than Diameter) then back to Diameter.
