Those are planes, which are explained here:

If you aren't familiar with what design layers or sheet layers are, or if you aren't used to switching between them, make sure to go through the Getting Started Guides for Fundamentals as well as Architect:

I don't have time to go through tutorial right now as I've

got a deadline. (Actually been using VW for about 15 years but obviously missed this lesson.) The problem is I am working with another architect and am using his title block. Which plane should I import the title block to? The plans have been imported to screen plane but I can't paste the title block into it.

It isn't a direct procedure, it depends on what scale/setup was used in the original DWG. If it were simple and clear I would provide the steps directly.

Your best bet is likely to contact your local support or training and see if they can schedule a session with you to look at the file and provide guidance.

It isnt very complicated, just specific to what you get when you do an import, I am not sure what you are seeing exactly. The procedure should be:

1) Import the DWG into a new layer.

2) Use Scale by Distance to scale the title block geometry to the desired size.

The video link provided above shows the needed steps for Scale by Distance: http://kbase.vectorworks.net/questions/449/Scale+by+Distance

If you are still not able to get it working the way you like, you should contact training directly and see when you can speak to them. I understand you are on a time constraint, but learning how to do it properly takes time and often cannot be quickly answered on a forum thread.
