Jim,

When a stair is standing alone then yes the landing has a guardrail, but when a stair is in a stair tower, with walls around the landing, the handrail and guardrail are not required and actually get in the way.

Just look at a stair in a house, is there a handrail following the landing? Handrails are only required (USA Code)and useful to be on the flight of the stairs. A guardrail is required on any walking surface where the walking surface below it is 30" or more. This is a standard through out the US and I believe in other countries as well.

The stair tool should have radio buttons to place guards and handrails on the flight and landing so the user can choose when to use them.

Just saying to make the tool a bit more useful.
