They probably used the Touch Up Text tool in Adobe Acrobat Pro (full version, not Acrobat Reader...)

While you can probably secure or lock the PDF somehow, it is probably easiest to save the PDF jpeg, so that it is no longer vector based. It may make the file sizes a little larger. But you shouldn't notice a huge problem when you print.

Although there are probably crude & sophisticated workarounds for even the best lockdowns.

Maybe the best way is to select Rasterize the Text on Pdf export this will keep all linework vector but text will no longer be editable.

This is your best option.

However, unfortunately, anything that can be displayed on a monitor can simply have a screenshot taken of it, and then text added over your own. There is no guaranteed way of stopping someone determined enough from modifying anything digitally stored.
