Just curious. Why not cut from 1:1 Design Layer?

I work with waterjet shops a lot, and some laser shops. My workflow is to draw everything 1:1 with line weight set to expected kerf (.042" is my fave for waterjet). Anyway, the cutters all require dwg or dxf from me, so the VP at a different scale could confuse one or more of the folks working with the file.

I haven't done this kind of work in a long time, but I used to work for a casework company that had a CNC Router and a CNC Panel Saw. We used MiniCAD 7 and had to use 1:1 scale in a Design layer (can't remember if they even had Sheet layers back then) via dxf/dwg also. I think that's pretty much the standard. Or was.
