how to render a light

I can't figure out how to render a light fixture that has translucent panels. That is, if I have light bulb in the middle of a plastic cylinder, I want the light to go through the plastic and illuminate the surroundings, but I also want the plastic cylinder to be 'glowing'. It seems like I can get one or the other, but not both.

how do you manipulate the texture settings for the plastic ? (or any other method)
