Playing around with it I don't think it does because the shadows remain consistent wherever I place the heliodon in 2D plan. No, it doesn't matter where it is placed, it does however usually matter, depending on your workflow, on what class and layer it is placed.....I have 3 sun classes on which I can place heliodon objects with different settings, e.g. different times of the day for different Facade Viewport renders.
