Guessing what you need. Sorry if not correct:

Draw in plan view in a design layer, set drawing to layer plane, and make all objects layer plane.

Then set the view of the design layer(s) for your preferred iso for print or other presentation.

Make a Sheet Layer ViewPort if desired. The SLVP will stay in that same view even if you change the design layer view. Create other SLVPs of other views, or other areas of the design, on same or other sheets.

Objects will be 2d, but will stay on the ground (layer) plane and shift view as if they are 3d objects.

Or, just model it in 3d with actual depths below grade, etc.

There are more ways to do this. Tell more of what you need.

Yes, apply your title block to the sheet layers, not on the design layers. This way the title is not included in the Viewports. Viewports are objects which show a view of one or more design layers. They can be moved, rotated, rescaled, etc independently of the title or any other objects on the sheet layer(s).

Read about viewports and sheet layers in Vectorworks help.

Vectorworks has a powerful title block/drawing border function with "smart" drawing coordination capability - automatic numbering, tracking of reference numbering, revision and issue tracking, etc. But you can also make a "dumb" title object with text and boxes which can be copy/pasted to each sheet and modified as required.
