putting your lighting Legend on your sheet layer?

Im trying to finish my lighting plot. I was able to create my title block and boarder, BUt I am having trouble putting in my lighting legend. Im just using the default legend but I can't get it in the sheet layer, without it being as big as the entire page.

put it on a design layer and use a viewport to scale on a sheet layer

I am also having trouble seeing multiple layers. All the eyeballs for each layer are checked visible but it only shows whats on the active layer. any suggestions

Select your Viewport and on the Object Info palette, click Layers and make sure the relevant layers are visible there.

View>Layer Options be sure Active Only isn't selected and/or

View>Unified View is selected and/or

be sure your layers are all the same scale.

got my layers working. they wernt all in the same scale. My resource drop down toolbar has disappeared. How do I get it back, I know its simple but I forgot how to do it. Im still new to this software.

Window>Palettes>Resource Browser, or
