I don't know if there are any negative implications but it would be useful if, when you duplicate a Design Layer (which includes Callouts and a Keynote Legend), that the new Callouts default to the new Keynote Legend, rather than staying associated with the original one on the original Design Layer.
For instance if I'm drawing details often I'll duplicate a Design Layer to produce a similar detail. Problem is all the Callouts stay associated with the original Keynote Legend on the original Design Layer, so I have to then change all the Callouts to associate with the new Keynote Legend.
