No, not like Illustrator. But you can probably use the Duplicate Along Path command to get the "ties" laid out, then use a pair of simple extruded shapes to create the "rails". The obvious shortcoming being that you don;t end up with a single editable parametric object....

You might also be able to do a similar thing using the Repetitive Unit tool.

Peter is right. If you have one of the Design Series versions of Vectorworks, you can use the Repetitive Unit tool to make a map-style railroad track. (If you want a detailed style track with two rails, you'll have to duplicate the path of the Repetitive Unit and use the offset tool.)
