witness length in viewports

I have been searching the Tech Forum for some advice but can't find anybody with this problem.

I am using VW12, importing ACAD 2006 dwgs, working on them in VW and exporting out again to ACAD.

I am working with a single design layer and multiple sheets with viewports.

My problem: I need to draw dimensions in the design layer (scale 1:1) but when I do, the witnesses on the dimensions all but disappear when viewed on the sheets in their viewports b/c they are being scaled according to the viewport scale. Is there a way to peg the witness length of the dimension to some page related size and still draw dimensions in the design layer?

A little more info:

This problem occurs upon exporting to DWG.

(witness lines get very small as seen in DWG viewer)
