Import design layers crashes VW

When I try to import a long list of Design Layers (with their objects) VW crashes. I've tried this with a couple of different files with the same results. I wind up having to do the import in batches with only a few layers at a time.

Has anyone else had trouble with this?

is there a reason you would not use WGR to get the info into the new file?

once in the new file you unlock the layers

then you can move them around where you need the info

also set the WGR to manual update or delete the reference(s)

Can I WGR straight to a sheet layer? I thought I had to WGR to a design layer and THEN create a sheet layer VP.

I was hoping to do keynotes in a separate file and then simply create a sheet layer viewport on the appropriate sheets. I share keynotes across sheet types (demolition, construction, RCP, etc.). I looked into using VW's built-in notes capabilities but they are sheet specific and not customizable.
