Copy/Paste between drawings at different scales

With two drawings set up, one at 1:50 and the other at 1:20, we have attempted to paste a detail from the 50th to the 20th drawing. The straight lines import OK, but any arcs are mis-scaled, usually by a factor of 10. Both drawings use only one scale. In attempting to repeat the problem on a second machine, we discovered that copying and pasting from say 1:50 to 1:100 works fine. The problem seems to involve copying between drawings where the scale is greater in the destination drawing!

Any idea how to fix this?
