You have NURBS surfaces - the loft requires NURBS curves.

I'd approach the model a little different.

I'd draw the oval, then extrude it a little higher than the desired height (allow for trimming). Use subtract solids to cut the two holes through the model. Then, use the two NURBS surfaces to split, or section the model. Delete whatever exists outside of the necesary object.

Katie's method works, but VW can also provide what you want. Use the extract curves tool to get the edges of the big shapes. This makes a group of the two edges. Enter the group and use the loft tool, no rail mode - click each curve with the tool and you will see a bar between them. Pick "Ruled" in the dialog box and click the go button (or press Return). Repeat for each of the pairs of circles for the holes.
