This means that they are instance specific. The setting is saved as a preference for a symbol instance or a PIO. Once the symbol or PIO is inserted, it had to be managed on an instance-by-instance basis. (I will note here that VW_2008 has the capability to do either multiple-selection-within-walls or a new command called "custom modification" that will greatly reduce the tediousness of this operation.)
