From our understanding, previous versions (95, 98, NT) you had to purchase language specific versions of Windows. Windows 2000 is one version with a language configuration tool. This is where you would need to set this. VectorWorks utilizes system fonts, and although some languages are not yet supported, if Greek was working before, it still should.
