DXF will be just fine, I'm sure they are used to doing this as not many consulting firms would have Microstation or AutoCAD Map (normal AutoCAD can't import DGN). "DTM info" can of course mean almost anything. If you get "attributed blocks" of 2D polygons, there are a few extra steps, but I'd be surprised if you'd need to redraw the contours.
