Creating Railings

I am trying to create simple park railings using the handrail tool. However, I cannot remove the top rail to allow verticals to rise above the horizontal rails as in traditional victorian railings. I need the plan view to show the 10mm x 10mm round veritcals at 100mm spacing. Also, the handrail does not change when I select different styles. Does anybody know what I can do??

This tool shows promise. However, it lacks needed controls.
