Ability to move paper while viewing stacked layers

I don't understand why I can't move the outline of the printed page/paper while Stack Layers is on (and not in Plan View). I turn on Stack Layers to get the view I want, then try to position the page to print it out but I can't. It is very frustrating (along with not being able to use the Tape Measure Tool while Stack Layers is on - but I think someone else has mentioned that). If those two things could be changed that would be great.

Actually - being able to use the measuring tool and to determine angles in stacked layers would be the greatest help. It would solve many problems of interference checking during design.

Could I add the ability to use the eyedropper as well? I would understand if it didn't pickup from the non-active layers, but I still don't understand why I can't use it on the active layer when Stack Layers is turned on.

Ditto on the ability to use the measure tool in the stacked view.
