Class was set to invisible in navigation palette when setting the symbol option to assign it to a default insertion class.
Refer to bp1, screen captured from the resource manager window. The preview image can be toggled off and on by presetting the class on or off before opening selecting the "Edit Symbol Options..." in the contextual menu. Right click while hovering over a symbol and visibility will change according to the class' visibility selected in "Assign to Class" pull down when "OK" is pressed. Instance of symbol does not need to be present on the active layer.
