What step am I missing during georeferencing?

If you had a non-zero Angle to True North value in the Document Georeferencing that would explain it but your compass suggests it's set to zero... 🤷‍♂️ (worth double checking though in case there's a glitch with the compass...?).

Yeah that's all set to zero. 

 

Kinda wondered if it might have something to do with my template being made in Vectorworks with a UK serial, but this georeferenced location being in New Zealand, but I can't imagine what. The coordinate system is set correctly to NZGD2000.

When you import the DWG into a new blank file with 'This file contains georeferenced geometry' disabled it still comes in rotated so does that not suggest the source material is rotated...? Are the streets/houses definitely rotated when compared with the Geoimage underlay...?
