Why is my referenced file not available when creating a viewport?

Hello there!  I am having trouble bringing a referenced file into a viewport on a design layer.  The file appears to be referenced in correctly, and I have a design layer selected, but when I go to create a viewport to bring in the reference, the "Select Source" field is grayed out.  Does anyone have an idea of why this might be the case?  I'm attaching images to show my settings.

In the 'Create Viewport' dialog where it says 'Create on Layer' you have a Sheet Layer selected. That's why 'Select Source' is greyed out: you need to choose to create the Viewport on a Design Layer.

Oh my goodness.  Thank you, I can't believe I missed that!
