Yes. Use the SetVPLayerVisibility function

 

Rather oddly, all of the primary functions for manipulating Viewports are found in the Objects - Groups category in the Function Reference.

 

VPs have an Annotation Group, a Crop Group, etc. I think that is why they are located in the Group section of the FR.
