Turn it on at the Constraints Palette, and as you drag your object put the mouse over the line that has the angle paralel or perpendicular to which you want to move and press T. Then you can press tab until you can fix the L-distance at the data bar.

Have you tried the Smart Edge Constraint?
Turn it on at the Constraints Palette, and as you drag your object put the mouse over the line that has the angle paralel or perpendicular to which you want to move and press T. Then you can press tab until you can fix the L-distance at the data bar.
