Question

whenever I open up class or layer dropdown menu, it will show the selection, i then go to click my selection and a split second before i click, the whole thing shift up or down a few lines causing me to misclick. right now, i have to open the dropdown, wait for it to shift and then i can click normally. its annoying, is it just me or is just the new normal?

Not particularly helpful as a fix for you at the moment, but more to let you know you are not alone.

This is happening to me as well (using VWX '24 Update 7...this has been happening for the last few updates).  My work associates who are using Mac's don't seem to be experiencing this issue though.    In addition, I just refreshed my PC with a new SSD, Windows 11  & all programs were loaded fresh.  It did not help fix the issue.

Just contacted VWX SS tech team yesterday and was able to share a video of the experience.
In my case, when in a sheet layer, I access the 'layer options' roll down menu and the list will pop or move up to the current sheet I am on.  The experience is exactly as you describe. This also occurs when in the design layer space, an object is selected and the Object Info Palette roll-down is clicked...the list will 'pop' or move the 'current' chosen layer or class to the top (depending on the roll-down I'm in).

Vectorworks is operating as though I've set a filter that 'moves to the current highlighted sheet or layer or class', but no filter has been created.  The filter setting at the bottom of the roll-down menu has always been the default 'ALL LAYERS' or 'ALL CLASSES'.

Hoping the VWX tech team can find a solution soon, and if they do I will be sure to share the findings.

VECTORWORKS SERVICE SELECT TECH SUPPORT HAS REPORTED THIS ISSUE AS A BUG - AS OF 9/5/24:

Their response:
"We have that documented that behavior as a bug on our end.  This can occur when using class or layer dropdowns in the top left or also in the OIP.  The dropdown will scroll down to the list the active class or layer in the list if possible.  In the past it would do this immediately on clicking the dropdown, but there were some issues getting that to activate immediately with the 2024 UI Overhaul.

The bug number on this is VB-201932, and we're hoping to have that improved and streamlined in the future updates and releases."

If your class list is short enough, you can drag the bottom of the dropdown menu to show a longer list.  If the whole list is visible it will not jump.  I have been experiencing this as well and that is the best workaround I have  found so far.  it is funny how it delays just long enough for you to think it will not do it htis time, then the jump triggers the moment you click.
