Loupe tool

I think something similar to the Loupe tool in Adobe Acrobat 6 Professional would be incredibly useful for moving around large detailed technical drawings.

I'm not familiar with the "loupe" tool.

There is a lasso mode to the 2d selection tool, if that is what you are referring to.

Select the 2d selection tool. In the mode bar, click on the icon that looks like a lasso.

Drag the mouse around the objects you would like to select and move as desired.
