Question

Fred, Draw a line. Then draw another line which intersects the first at the point where you want to break it. Then select the first line and the second line (shift/click). Then go to the TRIM command in the TOOLS menu. When you are return to the drw'g you will have a hand cursor. Click it on the BISECTOR line, and voila! PLC

Fred,

There is a split by line/split by point tool in the Editing Tools Palette. If you select a line, then select the Split by Line mode of the Split tool, you can split a line by a point.

With the line selected, simply click on the line at the point you want the line to be split. The result is two lines that are selected. To move one of the lines, you need to deselect the lines, select the one line and then move it about.

I hope this is a tool you were looking for.

Fred,

Yep, that's a tool in VW 9.x. If you draw a line, click the tool with the split by point mode. Click on the line at the point you want the line to be split at and the line then becomes 2 lines based on that one point you clicked.
