Make shortcuts for editing a worksheet the same as for symbols. When a worksheet is selected on a drawing layer, have menu item "Organize"->"Edit Group" change to "Edit Worksheet". This will open the selected worksheet. When editing the worksheet, have "Ogranize"->"Exit Group" change to "Exit Worksheet", with corresponding action. Keyboard equivalents to work as well.
Possibly, when a worksheet is selected, change "Organize"->"Symbol to Group" to "Worksheet to Group". This would put a graphic of the worksheet in place (retaining the actual worksheet) and uncheck the "On Drawing" box in the Resource Palette (if the worksheet is not shown elsewhete on the layer, of course).
