The sun does not belong into the drawing area. The sun should be a property of the layer, just like layer ambient. It should be permanetly controlled by the "Set Sun Position..." dialog. This dialog should not create a directional light - and then loose control of it.
You can individually render each layer and still create layer links without getting all directional lights from those layers into the linked model. Those people who like the current behaviour can still place directional lights.
